Yes, there are specialisation skills for all weapon types (Including drones) and for all sizes of weapons. The weapon specialisation skills allow you to use Tech 2 weapons whcih are the best in the game baring faction equipment.
The skills are passive and they give a 2% damage bonus per level to the weapons you specialise in. For example Small Railgun Specialisation will give you a 2% damage bonus when using Tech 2 small railguns. Specialising in one weapon type doesn't prevent you from specialising in others, for example you can train both rail specialisation and missile specialisation skills if you want to.

Drones are your primary weapons on some ships as a Gallente pilot (Dominix, Vexor cruiser, Ishtah, Ishkur come to mind for me). These ships all have bonuses per level of ship type to the drone capacity your ship has and/or the drone damage, hitpoints and control range among other things. You might be supprised to hear that a compliment of drones can add significantly to your damage output with most ships if you carry the right ones.

I would say that since you're relatively new to the game stick with training up gallente at the moment. It is a good thing to specialise in my opinion and I wish I had done this when I was just starting rather than hopping around. Most people train their primary race up to be really good and one other race for a balance, however I'm sure there are more than a few pilots who invest all their training time into one race and haven't regretted it.

Rat specific shielding depends upon the damage types given out by the rats you are facing. The damage types for each rat type are show by the amasing Tanking Guide in issue 2 of E-ON by Nyphur, here they are:
Angels: Explosive and Kinetic mainly but also small ammounts of the other two Blood Raiders: Thermal and EM Guristas: Kinetic and Thermal Serpentis: Thermal and Kinetic Sansha: Thermal and EM Rogue Drones: EM and Thermal mainly but also small ammounts of the other two
Tank the primary damage the most.
